2、保证值：测量精度：A）膜厚范围≤2g/m2时，测量精度≤0.05g/m2；B）膜厚范围＞2g/m2时，测量精度≤0.1g/m2；短期稳定性：偏差≤0.01g/m2；长期稳定性：偏差≤0.02g/m2；再现性：偏差≤0.01g/m2；系统运行率：≥99.8%；

2. 交货地点和交货时间：

交货地点：境外投标人：FOB，1批；境内投标人DDP：上海市，宝山基地仓库或项目现场

交货时间：境外投标人FOB：合同签订后12个月内；境内投标人DDP：2027年9月30日

9. *对投标人的资格要求：

（1）未被国家企业信用信息公示系统(www.gsxt.gov.cn)列入严重违法失信企业名单（查询时间不得早于招标文件起售日）（如适用）;

（2）未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人名单（查询时间不得早于招标文件起售日）（如适用）;

（3）投标人如为代理商，应具有本项目所投产品（红外膜厚仪）设备制造商出具的有效唯一授权证明。红外膜厚仪设备制造商与被授权者（代理商）不得同时参与本项目投标，否则导致设备制造商与其代理商的投标都被否决；

（4）投标人或所投红外膜厚仪产品设备制造商需具有用于硅钢机组的红外膜厚仪的供货业绩，且合同签订时间自2020年1月1日（含）至投标截至日；

9. *Requirements of Bidder’s qualification：

（1）Not been listed in the list of seriously illegal and dishonest enterprises by the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn) (The time of inquiry shall not be earlier than the date of sale of the tender documents) (if applicable)；

（2）Not been included in the list of persons subject to enforcement for trust-breaking on the website of "Credit China" (www.creditchina.gov.cn) (The time of inquiry shall not be earlier than the date of sale of the tender documents) (if applicable)；

（3）If the bidder is an agent, it shall have a valid and exclusive authorization issued by the manufacturer of the product (infrared film thickness gauge) being bid for in this project. The manufacturer of the infrared film thickness gauge equipment and the authorized party (agent) shall not participate in the bidding of this project simultaneously. Otherwise, the bids of both the equipment manufacturer and its agent will be rejected；

（4）The bidder or the manufacturer of the infrared film thickness gauge shall have experience of supplying infrared film thickness gauges used in silicon steel production line, and the contract signing date shall be within a period from January 1st, 2020 (inclusive) to the bid closing date；
